Inteligencia Artificial en el análisis de licitaciones y la fiscalización de obras públicas

Resumen

Este estudio analiza la aplicación de técnicas de Inteligencia Artificial en el apoyo al análisis preliminar de licitaciones, contratos administrativos y la fiscalización de obras públicas, con énfasis en los campos de la ingeniería civil y la administración pública. La relevancia del tema se deriva del papel de los Tribunales de Cuentas en el ejercicio del control externo, especialmente en la evaluación preventiva de la legalidad, legitimidad, economicidad, eficiencia y conformidad de las contrataciones públicas. Aunque los avances recientes en esas tecnologías tengan ampliado las posibilidades de análisis automatizado de información, aún son limitadas las sistematizaciones orientadas a su aplicación en instituciones reguladoras. Para abordar esa brecha, el estudio realizó una revisión sistemática de la literatura sobre enfoques basados en aprendizaje automático, procesamiento del lenguaje natural y modelos de lenguaje de gran escala. Los resultados evidencian aplicaciones consistentes de esas técnicas en la interpretación automatizada de pliegos de licitación y contratos, en la detección de patrones anómalos en variables cuantitativas, en la estimación de costos, en la identificación de riesgos y en la predicción de eventos contractuales, como modificaciones contractuales y disputas. Asimismo, se observó una convergencia entre métodos de análisis textual y modelización predictiva, ampliando la capacidad de procesamiento de información estructurada y no estructurada. Se concluye que la incorporación de esas tecnologías en entornos institucionales de control  puede fortalecer el control externo al mejorar la eficiencia analítica, reducir los obstáculos operativos, ampliar la cobertura de los análisis y contribuir a la mitigación de riesgos y a la prevención de irregularidades en las contrataciones públicas.
