Strategic planning effectiveness and ambidextrous innovation in the RFEPCT
the mediating role of dynamic capabilities

This article developed and tested a research model examining the mediating effect of dynamic capabilities on the association between strategic planning effectiveness and ambidextrous innovation in institutions of Brazil's Federal Network of Vocational, Scientific and Technological Education (RFEPCT). The study adopted a quantitative cross-sectional approach, with data collected via a questionnaire administered to 250 RFEPCT employees and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results supported all formulated hypotheses, indicating that strategic planning effectiveness positively influences dynamic capabilities and ambidextrous innovation, and that dynamic capabilities partially mediate this relationship. The study broadens the application of Dynamic Capabilities Theory to the public educational sector, demonstrating that strategic planning acts as a catalyst for adaptive routines in regulated contexts. As a practical contribution, it is recommended that strategic planning be conceived as a continuous process connected to internal transformation mechanisms, fostering more agile and innovative public institutions.Downloads
