Inteligência Artificial na análise de licitações e fiscalização de obras públicas

Resumo

Este estudo analisa a aplicação de técnicas de Inteligência Artificial no suporte à análise preliminar de licitações, contratos administrativos e fiscalização de obras públicas, com ênfase nos campos da engenharia civil e da administração pública. A relevância do tema decorre do papel dos Tribunais de Contas no exercício do controle externo, especialmente na avaliação preventiva da legalidade, legitimidade, economicidade, eficiência e conformidade das contratações públicas. Embora o avanço recente dessas tecnologias tenha ampliado as possibilidades de análise automatizada de informações, ainda são limitadas as sistematizações voltadas ao seu emprego em instituições fiscalizadoras. Para enfrentar essa lacuna, o estudo realizou uma revisão sistemática da literatura sobre abordagens baseadas em aprendizado de máquina, processamento de linguagem natural e modelos de linguagem de grande porte. Os resultados evidenciam aplicações consistentes dessas técnicas na interpretação automatizada de editais e contratos, na detecção de padrões anômalos em variáveis quantitativas, na estimativa de custos, na identificação de riscos e na previsão de eventos contratuais, como aditivos e disputas. Observou-se, ainda, convergência entre métodos de análise textual e modelagem preditiva, ampliando a capacidade de processamento de informações estruturadas e não estruturadas. Conclui-se que a incorporação dessas tecnologias em ambientes institucionais de controle pode fortalecer o controle externo ao elevar a eficiência analítica, reduzir gargalos operacionais, ampliar a cobertura das análises e contribuir para a mitigação de riscos e a prevenção de irregularidades nas contratações públicas.
