Eficácia do planejamento estratégico e inovação ambidestra na RFEPCT
o papel mediador das capacidades dinâmicas

Este artigo desenvolveu e testou um modelo de pesquisa que examina o efeito mediador das capacidades dinâmicas na associação entre a eficácia do planejamento estratégico e a inovação ambidestra nas instituições da Rede Federal de Educação Profissional, Científica e Tecnológica do Brasil (RFEPCT). O estudo adotou abordagem quantitativa com corte transversal, com dados coletados por meio de questionário aplicado a 250 servidores da RFEPCT, analisados por Modelagem de Equações Estruturais com estimação por Mínimos Quadrados Parciais (PLS-SEM). Os resultados suportaram todas as hipóteses formuladas, e evidenciaram que a eficácia do planejamento estratégico influencia positivamente as capacidades dinâmicas e a inovação ambidestra, bem como as capacidades dinâmicas exercem mediação parcial nessa relação. O estudo amplia a aplicação da Teoria das Capacidades Dinâmicas ao setor público educacional, demonstrando que o planejamento estratégico atua como catalisador de rotinas adaptativas em contextos regulados. Como contribuição prática, recomenda-se conceber o planejamento estratégico como processo contínuo e conectado a mecanismos internos de transformação, favorecendo instituições públicas mais ágeis e inovadoras.Downloads
