Digital governance: a strategy for the success of digital transformation in federal public education

This study analyzes the importance of digital governance (DG) maturity as a critical factor for the success of digital transformation in Brazilian Federal Higher Education Institutions (IFEs). The investigated problem focuses on the low maturity of Information Technology (IT) governance in public organizations, a situation exacerbated in IFEs by the challenges of multicampus decentralization, budgetary constraints, and the shortage of qualified professionals. The general objective was to critically analyze the implementation of a digital governance model in the federal public education sector. The research is justified by the need to adapt consolidated frameworks to the specificities of IFEs, in line with the guidelines of the Federal Digital Government Strategy (EFDG). The Design Science Research (DSR) method was employed with a qualitative approach, in an applied study involving a longitudinal case study (2018–2024) conducted in an IFE located in the northern region of the country. The results revealed significant progress in IT maturity. Among the main advances achieved are: the formalization of an IT governance model; the creation of the IT Steering Committee; the institutionalization of policies, standards, plans, processes, and practices; the strengthening of information security; and improvements in the execution of institutional plans. The solution proposed in this study proved to be both feasible and effective, with potential for replication in other IFEs, thereby contributing to the sustainable digital transformation of federal public education and providing relevant support for broader digital transformation initiatives.Downloads
