why does Northern Brazil receive fewer pronaf resources?

The National Program for Strengthening Family Farming (Pronaf), established in 1995, is recognized as the main public credit policy aimed at family farming in Brazil. In 2020, a financing line called Pronaf Bioeconomy was created to support investments in sustainable production practices, thus incorporating the bioeconomy into public credit policies for family farming. In this context, acknowledging the bioeconomic potential of the Brazilian Legal Amazon, this research seeks to investigate the factors that explain the low allocation of Pronaf Bioeconomy resources to the Northern region of the country. To this end, a narrative literature review was conducted based on twenty studies published between 2019 and the first quarter of 2026. The results indicate that, in general, Pronaf tends to favor productive specialization and commodity production, especially in Southern and Southeastern Brazil. Furthermore, green credit lines within the program have historically played a secondary role. In this regard, the scenario of low penetration of the bioeconomy line in Northern Brazil—less than 1% of contracts in 2023—should not be understood as an isolated limitation, but rather as an expression of the structural constraints of the Brazilian rural credit system and Pronaf itself. Finally, the research identifies specific regional factors that help explain this phenomenon, such as difficulties in land titling, a shortage of specialized technical assistance, and the structure of financing contracts.Downloads
