Eficacia de la planificación estratégica e innovación ambidextra en la RFEPCT
el papel mediador de las capacidades dinámicas

Este artículo desarrolló y probó un modelo de investigación que examina el efecto mediador de las capacidades dinámicas en la asociación entre la eficacia de la planificación estratégica y la innovación ambidextra en las instituciones de la Red Federal de Educación Profesional, Científica y Tecnológica de Brasil (RFEPCT). El estudio adoptó un enfoque cuantitativo con corte transversal, con datos recopilados mediante un cuestionario aplicado a 250 servidores de la RFEPCT, analizados mediante Modelado de Ecuaciones Estructurales con estimación por Mínimos Cuadrados Parciales (PLS-SEM). Los resultados respaldaron todas las hipótesis formuladas, evidenciando que la eficacia de la planificación estratégica influye positivamente en las capacidades dinámicas y en la innovación ambidextra, y que las capacidades dinámicas ejercen una mediación parcial en esta relación. El estudio amplía la aplicación de la Teoría de las Capacidades Dinámicas al sector público educativo, demostrando que la planificación estratégica actúa como catalizador de rutinas adaptativas en contextos regulados. Como contribución práctica, se recomienda concebir la planificación estratégica como un proceso continuo y conectado a mecanismos internos de transformación, favoreciendo instituciones públicas más ágiles e innovadorasDescargas
